SUBJECT: Retroactive Agreement with California Department of Corrections and Rehabilitation for Fire Training Program
RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute a retroactive Agreement with California Department of Corrections and Rehabilitation (CDCR) for the fire training program, care and housing for detained Secured Youth Treatment Facility youth at the Probation Department, performed at the Pine Grove Youth Conservation Camp in Pine Grove, CA, effective July 1, 2026, not to exceed five consecutive years until June 30, 2031, total not to exceed $239,300; and
2. Approve and authorize the Chairman to execute the Contractor Certification Clauses form, as required by CDCR, to be incorporated by reference into the Agreement; and
3. Approve and authorize the Chairman to execute the Generative Artificial Intelligence Reporting and Factsheet Reporting form, as required by CDCR, to be incorporated by reference into the Agreement.
REPORT
There is no additional Net County Cost associated with the recommended actions. Approval of the recommended actions will provide fire training program, care and housing for Probation Department (Probation) detained Secured Youth Treatment Facility (SYTF) youth, through the CDCR, and performed at the Pine Grove Youth Conservation Camp ("Fire Camp"). This item is countywide.
ALTERNATIVE ACTION(S):
If the recommended actions are not approved, the Department will not be able to continue providing a fire training program for detained SYTF youth.
RETROACTIVE AGREEMENT:
The Department has been actively working with CDCR regarding the continuation of these services since January 2026. The agreement was finalized by CDCR on July 23, 2026, and is brought to your Board on the first available Board date within the agenda item processing deadlines.
FISCAL IMPACT:
