SUBJECT: Second Amendment to Agreement with Turning Point of Central California, Inc.

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Second Amendment to Agreement No. 19-039 with Turning Point of Central California, Inc., for transitional housing beds, sustenance, and associated services, with no change in term to January 31, 2024 and increasing the maximum by $1,972,460 to a total of $7,972,460.
REPORT
There is no Net County Cost associated with the recommended action, as increased costs for this second amendment are fully offset with Edward Byrne Memorial Justice Assistance Grant (JAG) revenue. The recommended amendment will increase the maximum number of beds allowed under this agreement from 50 to 70 daily occupied beds, at a daily rate of $67.55. This is the same rate as provided in the current agreement for 40 to 50 occupied beds. This item is countywide.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, the annual maximum compensation will remain at $1,200,000, and the total maximum compensation will remain at $6,000,000. This would result in no additional beds being added to address the transitional housing needs identified in the JAG.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. Funding for this amendment is fully offset with Edward Byrne Memorial Justice Assistance Grant. The maximum annual compensation for this agreement with approval of the recommended amendment is $1,693,115, with a maximum compensation for the full 5-year term totaling $7,972,460. There are adequate appropriations and estimated revenues included in Probation's FY 2019-20 Grant Org 3432 Budget. Funding for subsequent years of this Agreement will be included in the Department's future budget requests.
