SUBJECT: Amendment No. I to Agreement with Luhdorff and Scalmanini Consulting Engineers, Inc.
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment I to Agreement No. 24-133 with Luhdorff and Scalmanini Consulting Engineers, Inc. for consulting services related to Sustainable Groundwater Management Act compliance, effective upon execution with no change to the term of March 1, 2023, through February 28, 2028, and increasing the maximum compensation by $200,000 to a total of $499,840.
REPORT
Approval of the recommended action will increase the maximum compensation to allow Luhdorff and Scalmanini Consulting Engineers, Inc. (LSCE) to continue to provide Groundwater Sustainability Plan (GSP) implementation services for Fresno County Management Areas A and B (FCMAB). This item is countywide.
ALTERNATIVE ACTION(S):
If your Board does not approve the recommended action, it would likely result in increased costs and delay implementation of the approved GSP as required by the Sustainable Groundwater Management Act (SGMA).
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The maximum cost of the recommended amendment is $499,840. Sufficient appropriations and estimated revenues are included in the County Administrative Office's Org 2540 FY 2025-26 Adopted Budget and will be included subsequent budgets to cover the tasks expected to be completed in the future.
DISCUSSION:
SGMA provides for the establishment of local Groundwater Sustainability Agencies (GSAs) to manage groundwater sustainability within groundwater subbasins defined by the Department of Water Resources (DWR).
