RECOMMENDED ACTION(S):
TITLE
Approve revised Administrative Policy No. 75 - Community Outreach Services
REPORT
Approval of the recommended action will revise an Administrative Policy, to be in line with Board direction. This item is countywide.

ALTERNATIVE ACTION(S):

Your Board can choose to not approve the proposed revision to Administrative Policy (AP) 75, thereby maintaining the existing framework that requires County Counsel and Board approval for all non-county business donations.

FISCAL IMPACT:

There is no fiscal impact associated with the recommended action.

DISCUSSION:

On August 8, 2017, the Board approved AP 75 to allow individual Supervisors to expend portions of their individual budgets for community outreach services and programs.

While AP 75 was intended to provide oversight and prevent misuse of County funds, it has also restricted the ability of Supervisors to directly support their communities in a timely and efficient manner. By amending AP 75, the County would allow for more flexibility in funding community-focused initiatives while still maintaining transparency and accountability in budgetary spending.

Additionally, the policy's threshold requirements and restrictions have placed unnecessary administrative burdens on County staff and elected officials, slowing down the approval process for community support efforts. Amending AP 75 would streamline operations, ensuring that public service expenditures align with the needs of the community without excessive bureaucratic delays.
