SUBJECT: Cooperative Agreement with the City of Fresno for the Grantland Avenue and Shaw Avenue Traffic Signal Project

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a Cooperative Agreement with the City of Fresno for the Grantland Avenue and Shaw Avenue Traffic Signal Project ($71,341).
REPORT
Approval of the recommended action will allow the County and the City of Fresno to share the Project costs and designates responsibilities for Project design, construction and maintenance.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, the Board may direct staff to renegotiate the Cooperative Agreement or to cancel the project.

FISCAL IMPACT:

There is no net County cost associated with the recommended action. The total cost of the project is estimated at $919,186. The County has secured Federal Highway Safety Improvement Program (HSIP) funding for the project in the amount of $633,822. The recommended action will allow the County and City to share in the cost of the local match. The northeast corner of the intersection is within the City of Fresno. Therefore, the City will be responsible for 25% of the local match amount for design, construction engineering, and construction costs. Each agency will be responsible for the acquisition and cost of obtaining necessary Right of Way within their jurisdiction. The City's estimated share of the local match is $71,341 and the County's share is $214,023, which will be paid out of the Road Fund.

Upon award of a construction contract, the City will pay the County for 90% of the City's share of costs for preliminary engineering, construction engineering and the construction contract, estimated at $64,207.
