SUBJECT: Amendment No. 2 to Agreement for Solid Waste Planning Consulting Services

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment No. 2 to Agreement No. 22-399 with Stearns, Conrad, & Schmidt, Consulting Engineers, Inc., dba SCS Engineers for consultant services related to solid waste planning and implementation of solid waste management programs compliant with both State regulations and the Fresno County Ordinance Code, assigning additional tasks to SCS Engineers, and increasing the maximum compensation amount by $200,000 to a total of $680,000.
REPORT
Approval of the recommended action will authorize an amendment to the current agreement with SCS Engineers to assist the Department of Public Works and Planning (Department) staff in evaluating and implementing various solid waste programs. This item is countywide.

ALTERNATIVE ACTION(S):

Your Board may choose not to approve the recommended action. However, doing so may delay the implementation and operation of State-mandated solid waste programs, which could subject the County to penalties from the State of $10,000 per day.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. The recommended amendment would increase the maximum compensation amount to $680,000. Sufficient appropriations and estimated revenues are included in the Department's Resources Division Org 9015 FY 2024-25 Adopted Budget and will be included in future Recommended Budgets for the duration of the term.

DISCUSSION:

On February 25, 2020, the Board executed Agreement No. 20-083 with SCS Engineers to assist in evaluating and implementing solid waste management programs that meet compliance with various State regulations, as well as the Fresno County Ordinance Code.
