SUBJECT: BSCC JAG Certification Regarding Lobbying
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute the Certification Regarding Lobbying, and all other required assurances or certifications required to maintain the agreement with the Board of State Community Corrections for the Edward Byrne Memorial Justice Assistance Grant, for the period of June 1, 2023 to September 30, 2027, subject to approval as to legal form by County Counsel and to accounting form by the Auditor-Controller/Treasurer-Tax Collector.
REPORT
There is no additional Net County Cost associated with the recommended action, which will allow for execution of Certification Regarding Lobbying as required by the Board of State and Community Corrections (BSCC). The grant agreement was approved by the Board on July 18, 2023 for the BSCC Edward Byrne Memorial Justice Assistance Grant (JAG). In August of 2026, BSCC notified the Probation Department that a Certification Regarding Lobbying is required to be completed to ensure compliance with federal regulations per the United States Department of Justice (DOJ). This item is countywide.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, the County may lose JAG grant funding.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Sufficient appropriations and revenues are included in the FY 2026-27 Probation Grants Org 3432 Adopted Budget for the JAG program.
DISCUSSION:
On July 18, 2023, the Board approved and authorized the Chairman to execute the retroactive Grant Application/Agreement No. 23-372 with BSCC for the competitive funding award of the JAG funding for the Fresno County Probation Department.
