SUBJECT: Retroactive Agreement for Hazardous Waste Removal Services
RECOMMENDED ACTION(S):
TITLE
1. Make a finding that it is in the best interest of the County to suspend the competitive bidding process consistent with Administrative Policy No. 34 for unusual or extraordinary circumstances as Professional Asbestos Removal Corporation, d.b.a. PARC Environmental, is the only vendor that meets the requirements of asbestos and lead paint abatement, hazardous waste disposal, homelessness encampment cleanup, abatement services, and emergency response services.
2. Approve and authorize the Chairman to execute a retroactive Agreement with Professional Asbestos Removal Corporation, d.b.a. PARC Environmental, effective July 1, 2025, not to exceed five consecutive years which includes a three-year base term and two optional one-year extensions, total not to exceed $4,675,000.
REPORT
Approval of the recommended actions will allow the Department of Public Works and Planning to contract for asbestos and lead abatement, hazardous waste disposal, homeless encampment cleanup, abatement, and 24-hour/7-day emergency response services with Professional Asbestos Removal Corporation, d.b.a. PARC Environmental (PARC), for services throughout the County. The agreement will also include services for the Department of Public Health and the County Administrative Office. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended actions, the Department would be without a contract for asbestos and lead paint abatement, hazardous waste disposal, homeless encampment cleanup, abatement, and 24-hour/7-day emergency response services. This will delay the user departments' ability to respond to situations that are often unpredictable, critical, and require urgent intervention to preserve public health and safety.
