SUBJECT: Agreement with U.S. Department of Housing and Urban Development for the Continuum of Care Fiscal Year 2024 Planning Grant

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a retroactive Agreement with the U.S. Department of Housing and Urban Development for the Fiscal Year 2024 Continuum of Care Program Planning Grant, effective January 1, 2026 through December 31, 2026, total not to exceed $680,105.
REPORT
There is no additional Net County Cost associated with the recommended action. Approval of the recommended action will allow the County Administrative Office (Department) to accept the Continuum of Care (CoC) FY 2024 planning grant from the U.S. Department of Housing and Urban Development (HUD) to support Collaborative Applicant administrative and oversight functions on behalf of the Fresno Madera Continuum of Care (FMCoC) for an array of services for people experiencing homelessness in Fresno and Madera counties. This item pertains to Fresno and Madera counties.

ALTERNATIVE ACTION(S):

There is no viable alternative action. Should your Board not approve the recommended action, the Department would be unable to perform the role of Collaborative Applicant on behalf of the FMCoC and critical funding available to the FMCoC to provide homeless services throughout Fresno and Madera counties may be jeopardized.

RETROACTIVE AGREEMENT:

The recommended agreement was received from HUD on December 15, 2025 and is retroactive to January 1, 2026 to coincide with the beginning of the reimbursement period for the FY 2024 HUD CoC planning grant.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The County received an award notice in the amount of $680,105 for the HUD CoC planning grant to support its role as the Collaborative Applicant. This grant requires a 25% match ($170,027) which ...
