SUBJECT: Termination of the Winter Storms Local Emergency Status in Fresno County

RECOMMENDED ACTION(S):
TITLE
Adopt Resolution terminating the local emergency status relating to the Winter Storms in Fresno County.
REPORT
Approval of the recommended action will terminate the Winter Storms local emergency status in Fresno County. This item is countywide.

ALTERNATIVE ACTION(S):

Your Board may opt to continue the local emergency until a date uncertain or act on an alternate termination date.

FISCAL IMPACT:

There is no fiscal impact associated with the recommended action.

DISCUSSION:

On January 9, 2023, the Emergency Services Director proclaimed the existence of a local emergency due to severe winter storms, including atmospheric river systems. This proclamation was ratified by the Board on January 13, 2023, through Resolution No. 23-007. The Governor of California proclaimed a State of Emergency on January 4, 2023, and the County of Fresno was included in the Presidential Emergency Declaration on January 11, 2023.

The storms caused extensive damage to County roads and infrastructure, particularly in the foothill communities of Shaver Lake and Big Creek. Since the initial response, significant progress has been made in repairing damaged areas, stabilizing public safety conditions, and concluding emergency operations. While recovery work related to the winter storm is still ongoing, all eligible projects have been identified and submitted to FEMA for review. Terminating the local emergency at this time will not impact ongoing recovery efforts, as the emergency phase has concluded, and remaining activities fall under the long-term recovery process.
