SUBJECT: Retroactive Amendment No. 6 to Agreement with Fresno County Superintendent of Schools - All 4 Youth Wellness Centers

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute retroactive Amendment No. 6 to Agreement No. 21-111 with Fresno County Superintendent of Schools (FCSS) to reallocate $493,012 from Grant Year 2024-25 to subsequent grant years, effective September 1, 2025, with no change to the term of September 1, 2020 through December 31, 2027, or maximum compensation of $8,369,403.
REPORT
There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action will reallocate funds from Grant Year (GY) 2024-25 to GY 2025-26 and GY 2026-27 to cover maintenance expenses for mobile mental health units and continue funding the Wellness Centers and the Quality Improvement and Sustainability (QIS) Coordinator. This item is countywide.


ALTERNATIVE ACTION(S):

Should your Board not approve the recommended action, the funds would not be carried over and the maintenance expenses for the two mobile units would not be covered. The unspent funds from the prior year would revert to the Behavioral Health Services Oversight and Accountability Commission (BHSAOC), which would impact the operations of the Wellness Centers, mobile mental health units, and QIS Coordinator.

RETROACTIVE AGREEMENT:

The recommended amendment is retroactive to September 1, 2025. This agreement is funded by grant funds awarded through County's agreement with BHSOAC. Any changes to budgets funded by Behavioral Health Services Act (BHSA) must first be approved through County's agreement with BHSOAC. Final approval of the budget modification with BHSOAC was received on March 10, 2026.
