SUBJECT: American Rescue Plan Act of 2021 - State Local Fiscal Recovery Funds, 2022 Recovery Plan Performance Report
RECOMMENDED ACTION(S):
TITLE
1. Receive the 2022 Recovery Plan Performance Report on the American Rescue Plan Act of 2021 - State Local Fiscal Recovery Funds; and
2. Direct staff to submit the 2022 Recovery Plan Performance Report to the U.S. Treasury by July 31, 2022; and
3. Authorize the County Administrative Officer, or his designee to sign required documents pertaining to the submittal of the report to the U.S. Treasury.
REPORT
Approval of the recommended actions will authorize staff to submit the 2022 Recovery Plan Performance Report (Recovery Plan) to the U.S. Department of the Treasury (Treasury) no later than July 31, 2022, and would authorize the County Administrative Officer (CAO), or his designee, to sign any required documents pertaining to the submittal of reports to the Treasury.
ALTERNATIVE ACTION(S):
Your Board may direct staff to amend the 2022 Recovery Plan prior to submitting to the Treasury.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended actions.
DISCUSSION:
The American Rescue Plan Act of 2021 (ARPA) established the State Local Fiscal Recovery Funds (SLFRF) program, which delivers $350 billion to state, local, and Tribal governments across the country to support their response to and recovery from the COVID-19 public health emergency.
The Treasury's 31 Code of Federal Regulations Part 35, Coronavirus State and Local Fiscal Recovery Funds Interim Final Rule ("Interim Final Rule") and Final Rule ("Final Rule") established the Treasury's authority to regularly collect information from Tier 1 recipients such as States, U.S. territories, metropolitan cities, and counties with a population that exceeds 250,000 residents.
