SUBJECT: Agreement with Support Revolution, Inc. for Third-Party Support of Oracle Product Licenses
RECOMMENDED ACTION(S):
TITLE
1. Under Administrative Policy No. 34 for competitive bids or requests for proposals (AP 34), determine that an exception to the competitive bidding requirements under AP 34 is satisfied and a suspension of competition is warranted due to unusual or extraordinary circumstances, and that the best interests of the County would be served by entering into an agreement with Support Revolution, Inc., as the vendor is the only cost-effective vendor able to provide the maintenance and support of Oracle PeopleSoft, Database, and technology licenses; and
2. Approve and authorize the Chairman to execute an Agreement with Support Revolution, Inc. to provide maintenance and support of Oracle PeopleSoft, Database, and technology licenses, for a five-year term, including an initial three-year term and two optional one-year extensions, effective upon execution, total not to exceed $2,103,974.
REPORT
There is no additional Net County Cost associated with the recommended actions, which will allow the Internal Services department, Information Technology Division (ISD-IT) to suspend the competitive bidding process to contract with Support Revolution, Inc. (Support Revolution) for third-party maintenance and technical support for Oracle, Inc. (Oracle) PeopleSoft, Database, and Technology licenses (Oracle licenses), including support for tax updates and custom County's code. Oracle licenses are utilized by County departments and funded through chargebacks to user departments. This item is countywide.
