SUBJECT: Budget Resolution for County Service Area 49 – Five Points
RECOMMENDED ACTION(S):
TITLE
Adopt Budget Resolution increasing FY 2026-27 appropriations and estimated revenues for County Service Area 49 – Five Points Org 9249 in the amount of $170,424 to reflect an increase in service charge revenue (4/5 vote).
REPORT
There is no Net County Cost associated with the recommended action. Approval of the recommended Budget Resolution will increase FY 2026-27 appropriations and revenues to reflect an increase in service charge revenues generated by the 2026 Proposition 218 rate adjustment. This item pertains to a location in District 4.
ALTERNATIVE ACTION(S):
There is no viable alternative action. If your Board does not approve the recommended action, FY 2026-27 appropriations and estimated revenues for County Service Area 49 (CSA 49) would not reflect the additional $170,424 in service charge revenue generated by the 2026 Proposition 218 rate adjustment. This would result in an inaccurate FY 2026-27 budget and restrict the District’s ability to fund authorized operations and maintenance activities.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. All costs for administering CSA 49 are budgeted in the Department of Public Works and Planning - CSA 49, Org 9249, and all costs for the district are funded by service fees, interest income, and annual assessments levied on benefited property owners. The proposed Budget Resolution will increase FY 2026-27 appropriations and estimated revenues for Org 9249 by $170,424 reflecting additional service charge revenue from the 2026 Proposition 218 rate adjustment.
DISCUSSION:
CSA 49 was established in 2001 to provide water for the 46 original connections at Five Points farm labor housing development, located approximately three miles southwest of the commu...
