Recommended Action(s)

SUBJECT: Projects for Assistance in Transition from Homelessness Program

RECOMMENDED ACTION(S):
TITLE
1. Approve and ratify the Department of Behavioral Health Director's previous Application/Agreement submission with the California Department of Health Care Services for the Projects for Assistance in Transition from Homelessness (PATH) Grant effective July 1, 2025, through June 30, 2026 ($439,203); and

2. Approve and authorize the Department of Behavioral Health Director, or designee, to be the signatory and act as the Fresno County representative on behalf of the Board of Supervisors on associated PATH Grant agreement documents, expenditure forms, and reports with no change to the compensation amount or term.

REPORT
There is no increase in Net County Cost associated with the recommended actions. Approval of the first recommended action will authorize the submission of the FY 2025-26 annual Projects for Assistance in Transition from Homelessness (PATH) Grant application submitted by the Department of Behavioral Health Director on February 21, 2025, and ratify the approved application as the agreement to receive PATH funds from the California Department of Health Care Services (DHCS). Approval of the second recommended action will allow the Department Director to sign all necessary reports and forms due to DHCS for administration of the grant. This item is countywide.

ALTERNATIVE ACTION(S):

If the recommended actions are not approved, PATH grant funds would be forfeited and services to adults experiencing homelessness and serious mental illness (SMI) and/or co-occurring disorders would be impacted and may result in a higher cost to the County. Additionally, the Department would have to bring all necessary reports and forms due to DHCS to your Board for signature.
