SUBJECT: Stop Signs at Hayes Avenue and McKinley Avenue

RECOMMENDED ACTION(S):
TITLE
Adopt a Resolution authorizing additional stop signs at the intersection of Hayes Avenue and Mckinley Avenue, stopping eastbound and westbound traffic on Mckinley Avenue, making it an all-way stop.
REPORT
Approval of the recommended action will allow the installation of stop signs at this location, improving traffic safety by requiring vehicles on McKinley Avenue to stop in the eastbound and westbound directions. This item pertains to a location in District 1.

ALTERNATIVE ACTION(S):

If the recommended action is not approved by your Board, the intersection controls will remain unchanged.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. The estimated cost to perform the work is $875 for materials and $2,625 for equipment and labor for a total of $3,500, which will be performed by the Department of Public Works and Planning. Sufficient appropriations and estimated revenues are included in the Department's Roads Org 4510 FY 2025-26 Adopted Budget.

DISCUSSION:

Hayes and McKinley Avenues are two-lane County-roads that intersect in the County west of the City of Fresno. Both Hayes and McKinley are classified as Collector Roads under the Fresno County General Plan. The speed limit on both roads is 55 miles per hour (MPH). Hayes is controlled by a stop for southbound and northbound traffic. Traffic volumes are 1800 vehicles per day (VPD) on Hayes and 1950 VPD on McKinley.

A total of 22 traffic collisions between January 1, 2021 and January 14, 2026 have been reported. On average, the traffic delay on Hayes is 15 seconds per vehicle. Most of the collisions could be addressed by installation of a multi-way stop.
