Recommended Action(s)
1. Under Administrative Policy No. 34 for competitive bids or requests for proposals, determine that an exception to the competitive bidding requirement is satisfied and a suspension of competition is warranted due to unusual or extraordinary circumstances, and that the best interests of the County would be served by entering into an agreement with Mental Health Systems and WestCare of Central California to provide Recovery Residence sober living with supportive services; and 2. Approve and authorize the Chairman to execute a Master Agreement with Mental Health Systems and WestCare of Central California for Recovery Residence services, effective July 1, 2025, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $7,275,589.

SUBJECT: Recovery Residences Master Agreement with Various Contractors

RECOMMENDED ACTION(S):
TITLE
1. Under Administrative Policy No. 34 for competitive bids or requests for proposals, determine that an exception to the competitive bidding requirement is satisfied and a suspension of competition is warranted due to unusual or extraordinary circumstances, and that the best interests of the County would be served by entering into an agreement with Mental Health Systems and WestCare of Central California to provide Recovery Residence sober living with supportive services; and
2. Approve and authorize the Chairman to execute a Master Agreement with Mental Health Systems and WestCare of Central California for Recovery Residence services, effective July 1, 2025, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $7,275,589.

REPORT
There is no additional Net County Cost associated with the recommended actions. Approval of the recommended actions will waive the competitive bidding process and allow Recovery Residence (RR) and Perinatal RR programs to continue to provide sober living housing to men and women who are currently seeking substance use disorder (SUD) treatment or are in a period of recovery immediately following successful completion of a substance use disorder treatment program. This item is countywide.

ALTERNATIVE ACTION(S):

If the recommended actions are not approved, the Department will be unable to provide RR services, which include a safe environment for persons served engaged in SUD treatment and provide supports to assist in their SUD recovery.
