SUBJECT: Master Agreement for Parenting Education Services
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a Master Agreement with authorized providers for the provision of Parenting Education Services, effective upon execution, through June 30, 2031, which includes a base contract and two optional one-year extensions, total not to exceed $3,716,395.
REPORT
Approval of the recommended action will allow the Department of Social Services to provide court-mandated parenting education services to individuals involved in the Department's Child Welfare Services (CWS) system and/or Employment Services (ES). Parenting education services are designed to strengthen family resilience, enhance child safety, and promote family reunification. The recommended agreement will be funded with Title IV-B and CalWORKs funds, with no increase to Net County Cost. The item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended action, the County of Fresno's Department of Social Services (DSS) will be out of compliance with Welfare and Institutions Code ?16507.7, and the Department's inability to deliver court-mandated parenting education services will negatively impact the safety and well-being of parents and children involved in CWS and ES.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. The maximum amount to be paid under this agreement shall not exceed $3,716,395 and will be offset with Title IV-B, CalWORKs, and Child Welfare Realignment funds. Sufficient appropriations and estimated revenues are included in the FY 2026-27 Recommended Budget for the Department's Org 5610 and will be included in future budget requests.
