DISCUSSION:

In February 2001, your Board established the Fresno County Foster Care Standards and Oversight Committee (FCSOC). FCSOC's mission is to provide oversight for the Department of Social Services, its related agencies as well as communication to your Board. FCSOC focuses on providing information and recommendations that will make the Child Welfare Services system more effective and efficient.

The FCSOC 2015-2016 Annual Report is comprised of three subcommittee reports that describe the efforts of FCSOC in the areas of: 1) foster youth education; 2) children's mental health; and 3) foster parent recruitment, development, support, and public relations. During the past year, the Recruitment, Development, and Support Subcommittee merged with the Public Relations Subcommittee due to similarity and alignment of their respective Committee goals and activities.

The Education Subcommittee Report highlights FCSOC's efforts to ensure that foster youth have sufficient educational opportunities and supports to complete their high school education. The Mental Health Subcommittee discusses recent mental health legislation and the collaborative effort between the Departments of Social Services and Behavioral Health to improve mental health services to foster youth.
