SUBJECT: Ordinance to Amend Fresno County Ordinance Code, Title 3

RECOMMENDED ACTION(S):
TITLE
1. Conduct first hearing to amend the County of Fresno Ordinance Code by amending Section 3.08.010 of Title 3, Chapter 3.08, related to unclassified service designations; waive the reading of the Ordinance in its entirety; and set second hearing for August 18, 2020;

2. Designate County Counsel to prepare a fair and adequate summary of the proposed Ordinance; and

3. Direct the Clerk of the Board to post and publish the required summary in accordance with Government Code, Section 25124(b)(1).
REPORT
Approval of the recommended actions will amend the County of Fresno Ordinance Code to include a Chief Operating Officer in the current unclassified service designations. This item is countywide.

ALTERNATIVE ACTION(S):

If the recommended actions are not approved by your Board, the unclassified service designations in the Ordinance Code will remain unchanged.

FISCAL IMPACT:

There is no increase in Net County Cost associated with these actions.

DISCUSSION:

In an effort to more efficiently and effectively address the operational needs of the Administrative Office, the proposed amendment to the County of Fresno Ordinance Code will add a Chief Operating Officer to the current list of unclassified service classifications.

A Chief Operating Officer reports to the County Administrative Officer, is the second-highest ranking executive position in the County, and is responsible for the management, direction, and coordination of County programs and related matters. The addition of a Chief Operating Officer allows the County Administrative Officer more time to provide direct service to the Board of Supervisors and to focus on strategic policymaking to achieve Countywide goals.
