SUBJECT: Amendment No. 1 to Master Agreement for Child Welfare Mental
Health Services
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment No. 1 to Master Agreement No. 25-415 for the provision of Child Welfare Mental Health Services, to extend the ramp-up/start-up period from August 19, 2025, through January 19, 2026, for Contractor Victor Community Support Services, with no change to the term of August 19 through June 30, 2028, or maximum compensation of $131,603,462.
REPORT
There is no additional Net County Cost associated with the recommended action. Approval of the recommended action will allow Victor Community Support Services (Victor) to complete the start-up activities necessary to begin full implementation of the Child Welfare Mental Health (CWMH) Services program under Master Agreement No. 25-415 effective January 20, 2026. This item is countywide.
ALTERNATIVE ACTION(S):
Should your Board not approve the recommended action, Victor would be unable to complete the required start-up activities necessary to begin providing services by the current ramp-up end date of December 19, 2025. This would place the contractor in breach of contract and delay the availability of critical mental health services for children and families involved in the Child Welfare Services and Probation systems.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. Victor Community Support Services will remain within the existing maximum compensation previously approved under Master Agreement No. 25-415.
