SUBJECT: Agreements for Homeless Services
RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute an Agreement with Community Action Partnership of Madera County for homeless services in Madera County, effective November 16, 2021 through July 31, 2022, total not to exceed $682,324; and
2. Approve and authorize the Chairman to execute an Agreement with WestCare California, Inc. for homeless services in the city of Clovis and metro Fresno, effective November 16, 2021 through July 31, 2022, total not to exceed $828,693.
REPORT
There is no additional Net County Cost associated with the recommended actions which will enable the Department of Social Services to bring additional homeless services to Fresno and Madera Counties. The agreements will be funded with Coronavirus Aid, Relief, and Economic Security Act Emergency Solutions Grants (ESG-CV) funds, administered by the California Department of Housing and Community Development (HCD). The item is countywide and includes Madera County.
ALTERNATIVE ACTION(S):
Should your Board elect not approve the recommended actions, the Department will forfeit $1,511,017 in ESG-CV funds allocated to the Fresno Madera Continuum of Care (FMCoC).
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended actions. The maximum cost of the recommended agreements is $1,511,017 ($682,324 for Community Action Partnership of Madera County and $828,693 for WestCare); and will be entirely offset with ESG-CV funds administered by HCD. Sufficient appropriations and estimated revenues are included in the Department's Org 5610 FY 2021-22 Adopted Budget and will be included in subsequent budget requests.
