SUBJECT: Retroactive Amendment III to Youth Treatment Services Master Agreement

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute retroactive Amendment III to Master Agreement with providers of non-Drug Medi-Cal Outpatient services to correct various provider allocations for Fiscal Year 2022-23, effective April 11, 2023, with no change to the term of January 1, 2019 through June 30, 2023 or compensation maximum of $5,536,611.
REPORT
Approval of the recommended action will allow the Department of Behavioral Health to correct the provider maximum allocations to align with the total maximum compensation amount for the Youth Treatment Services contract, with no increase to Net County Cost. This item is countywide.

ALTERNATIVE ACTION(S):

If your Board does not approve the recommended action, the Department may be required to compensate youth outpatient providers for rendered services in excess of the Youth Treatment Services maximum compensation for Fiscal Year 2022-23 ($1,234,432).

RETROACTIVE AGREEMENT:

This recommended agreement is retroactive to April 11, 2023 to correct the FY 2022-23 provider allocation amounts in the Youth Treatment Services Amendment II and ensure providers are not billing for services in excess of the maximum compensation amount. This error impacted the Youth Treatment Services Amendment II that was taken to the Board on April 11, 2023 and was discovered after the item had been approved by the Board.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The maximum compensation amount of the recommended agreement, Youth Treatment Service ($5,536,611), is fully funded by the Behavioral Health Realignment and the Substance Abuse Block Grant (SABG).
