SUBJECT: Agreement for Edible Food Generator Site Inspection Services

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an Agreement with Stearns, Conrad, and Schmidt Consulting Engineers, Inc. dba SCS Engineers, for edible food generator site inspection services, effective October 20, 2026, not to exceed three consecutive years, which includes a one-year base contract and two optional one-year extensions, total not to exceed $216,121.

There is no Net County Cost associated with the recommended action. Costs for services provided under this agreement are funded by the County’s Solid Waste Management Program Administration Fee (currently $3.41 per ton of landfilled solid waste) as well as the Exclusive Service Area Program (ESAP) AB 939 service fee (currently at 4%). Sufficient appropriations and estimated revenues are included in the Department’s Resources Division Org 9015 FY 2026-27 Adopted Budget and will be included in future budget requests for the term’s duration.

DISCUSSION:

On November 6, 2018, the Board approved a Memorandum of Understanding (MOU) related to Assembly Bill 939 - The Integrated Waste Management Act (AB 939). The AB 939 MOU Commit...
