SUBJECT: Agreement with Moore Twining Associates, Inc. for Analytical Water Testing Services for Special Districts Water and Wastewater Systems and the Juvenile Justice Campus

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an Agreement with Moore Twining Associates, Inc. to provide analytical water and wastewater testing services for Special Districts and the Juvenile Justice Campus effective January 1, 2022, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $1,250,000.
REPORT
The Juvenile Justice Campus (JJC) is funded through the Fresno County Internal Services Department (FCISD). Approval of the recommended action will allow Moore Twining Associates, Inc. to provide analytical water and wastewater testing services for water and wastewater systems in Special Districts and at the JJC. This item pertains to locations in Districts 1, 4, and 5.

ALTERNATIVE ACTION(S):

There is no viable alternative action. If the recommended action is not approved, the water and wastewater systems operated by the County for Special Districts and JJC could face violations from the State Water Resources Control Board (State) for non-compliance in water and wastewater testing and reporting requirements.

FISCAL IMPACT:

There is no Net County Cost for the Special Districts. The JJC is funded through the Fresno County Internal Services Department (FCISD). All costs associated with this analytical water and wastewater tests are financed by the operations and maintenance budgets for each respective County Service Area or Waterworks District.
