SUBJECT: Agreement with Turning Point of Central California, Inc.

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Agreement with Turning Point of Central California, Inc., for transitional housing beds, sustenance and associated services for individuals being released from prison and placed in Post Release Community Supervision pursuant to Assembly Bill 109, effective August 1, 2024, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, not to exceed $14,743,738.

There is no Net County Cost associated with the recommended action, as all costs for the recommended agreement are fully offset with Public Safety Realignment Act (AB 109) revenue and the Edward Byrne Memorial Justice Assistance (JAG) Grant revenue. The recommended maximum number of beds allowed under the recommended agreement is fifty (50) beds, at a daily bed rate of $153.16. This rate has increased by 1.26% from the current agreement for 41-50 occupied beds. This item is countywide.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, it will result in the denial of essential transitional housing, sustenance, and support services to participants in both the JAG grant and AB 109 programs. This lack of crucial support could hinder their ability to successfully reintegrate into the community.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. Funding for this agreement is fully offset with the Public Safety Realignment Act (AB 109) revenue and the JAG Grant revenue. There are adequate appropriations and estimated revenues included in Probation's FY 24-25 Grant Org 3432 and Org 3430 Recommended Budget. Funding for subsequent years of this Agreement will be included in the Department's future budget requests.

DISCUSSION:

On November 27, 2023, the County issued R...
