SUBJECT: Appointment to the Stinson Water District Board in accordance with Government Code Section 1780(h)
RECOMMENDED ACTION(S):
TITLE
Appoint Daniel Van Der Kooi to the Stinson Water District Board, for a short term expiring December 4, 2026, to fill a vacancy.
REPORT
As permitted by California Government Code section 1780(h)(1), approval of the recommended action will allow your Board to appoint Mr. Van Der Kooi to the Stinson Water District (District) Board. This item pertains to a location in Districts 1 and 4.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, the District Board may be unable to meet and conduct its business.
FISCAL IMPACT:
There is no increase in Net County Cost (NCC) associated with this action.
DISCUSSION:
There are five (5) seats on the District Board. Director Julia Chow resigned from the District Board effective January 1, 2026. Due to Ms. Chow's resignation, only two (2) members remain on the District Board. Ms. Chow was previously serving a full term that began on December 6, 2024, and was set to expire on December 1, 2028, as appointed by the Board of Supervisors on October 22, 2024, per Elections Code 10515.
Government Code Section 1780(h)(1) provides that when a vacancy occurs on a district board and causes the remaining members to fall below a quorum, the district may request the Board of Supervisors to appoint a person to fill a vacancy. Government Code 1780(h)(3) further provides that due to the timing of the vacancy, the appointed person will serve for only a short term, and the individual elected at the district's next general election will serve for the remainder of the full term. It is anticipated that the District will conduct their next general election later this year.
