SUBJECT: Award Contract 24-17-C Herndon-Barstow Elementary High Intensity Activated Crosswalk (HAWK)

RECOMMENDED ACTION(S):
TITLE
Adopt plans and specifications for Contract 24-17-C Herndon-Barstow Elementary High Intensity Activated Crosswalk (HAWK) and award to the lowest bidder Avison Construction, Inc., 40434 Brickyard Drive, Madera, CA, 93636, in the total amount of $661,990.00.
REPORT
Approval of the recommended action will authorize the award of a California Transportation Commission (CTC) Active Transportation Program (ATP) funded traffic safety project. This item pertains to a location in District 1.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, the project will be delayed or will not be constructed.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. The anticipated contract construction cost for the project, based on the low bid and Director's allowance for change orders of $45,599.50, is $707,589.50. The State's ATP will provide $496,000, and Central Unified School District will provide $50,000. The remainder of project costs will be split evenly between the City of Fresno and the County. The County's portion of the match, estimated to be $80,795 will be funded through the County's Measure C allocation. Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Roads Org 4510 FY 2024-25 Adopted Budget.

DISCUSSION:

The work to be done consists, in general, of relocating the existing crosswalk, removing the existing flashing beacons, demolishing an existing left turn pocket, widening a section of Grantland Avenue to construct new sidewalk with curb, gutter, and ADA curb ramps, and installing a High Intensity Activated Crosswalk (HAWK) [also known as a Pedestrian Hybrid Beacon (PHB)] system at the new crosswa...
