SUBJECT: Pathways to Removing Obstacles to Housing Grant Application

RECOMMENDED ACTION(S):
TITLE
1. Conduct a public hearing on the Fresno County Pathways to Removing Obstacles to Housing (PRO Housing) Grant Application.

2. Authorize the Department of Public Works and Planning to submit the PRO Housing Grant Application to the U.S. Department of Housing and Urban Development for up to $9,000,000 to fund the removal of barriers to affordable housing and seek to increase housing production in Fresno County.
REPORT
The U.S. Department of Housing and Urban Development (HUD) Community Planning Development program has issued a Notice of Funding Opportunity for its PRO Housing program. The County is eligible to apply for up to $10,000,000. If awarded, the PRO Housing Grant funds will be predominantly used to fund infrastructure improvements in the County's unincorporated communities as well as implement various General Plan programs relating to unincorporated community plan updates, zoning ordinance amendments, development of a housing and services resource book for unincorporated residents, create a pilot loan program to build Accessory Dwelling Units (ADU), and prepare the County's 2025-2030 HUD required Consolidated Plan. This item pertains countywide.

ALTERNATIVE ACTION(S):

Your Board may direct staff to make changes to the recommended activities or reject staff's recommendation to submit a funding application to the HUD PRO Housing Grant.

FISCAL IMPACT:

There is no Net County Cost associated with the Recommended Actions. If awarded, Department staff will administer the grant and pursuant to HUD regulations, the County may use up to 10% of the grant award for administrative staff costs.
