SUBJECT: Agreement with Regents of the University of California for Behavioral Health Training
RECOMMENDED ACTION(S):
TITLE
1. Make a finding that it is in the best interest of the County to suspend the competitive bid process consistent with Administrative Policy No. 34 as the agreement is with a state governmental agency; and
2. Approve and authorize the Chairperson to execute an Agreement with the Regents of the University of California, on behalf of the University of California, Davis Extension, to provide training for Department of Behavioral Health staff, effective December 11, 2018 through June 30, 2021, total not to exceed $1,032,750.
REPORT
Approval of the recommended actions will allow the Regents of the University of California (UC Davis Extension) to continue providing customized human services training to Department of Behavioral Health (DBH) staff. The agreement includes a maximum compensation of $344,250 for each contract year with no increase in Net County Cost.
ALTERNATIVE ACTION(S):
If your Board does not approve the recommended actions, DBH will no longer provide Lead Now, Supervisory Series, Customer Service and other customized training. UC Davis extension is the only agency that provides customized training for statewide county human services staff.
SUSPENSION OF COMPETITION/SOLE SOURCE CONTRACT:
The Department's request to waive the competitive bidding process is consistent with Administrative Policy No. 34 as the agreement is with UC Davis Extension, which is a state governmental agency and best suited to provide specialized human services training. The Internal Services Department - Purchasing concurs with the Department's request to waive the competitive bidding process.
FISCAL IMPACT:
