SUBJECT: Award 23-06-C Juvenile Justice Campus Groundwater Well Replacements
RECOMMENDED ACTION(S):
TITLE
Adopt plans and specifications for Contract 23-06-C Juvenile Justice Campus Groundwater Well Replacements and award to the lowest bidder ABC Liovin Drilling Inc., 1180 East Burnett Street, Signal Hill, CA 90755, in the total amount of $271,029.
REPORT
Approval of the recommended action will authorize the award of a County funded project. This item pertains to a location in District 4.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, the project will be cancelled or delayed, which could result in fines of $5,000 per day from the State of California, Central Valley Regional Water Quality Control Board (CVRWQB) for non-compliance.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The anticipated contract construction cost of the project, based on the low bid and including the Director's allowance for change orders of $26,051, is $297,080. Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Special Districts Admin Org 9140 FY 2023-24 Adopted Budget.
DISCUSSION:
The work to be done consists, in general, of installing three new groundwater monitoring wells, including submersible pumps, to monitor first encountered groundwater quality to comply with Waste Discharge Requirements Order No. R5-2007-0150, issued by the CVRWQB. The existing seven monitoring wells, installed in 2007 and shortly after, will remain in place and existing pumps in these wells will be removed and salvaged.
A bid opening was held on September 7, 2023. One bid was received in the amount of $271,029 from ABC Liovin Drilling Inc., which was $9,104 or 3.48% higher than the engineer's estimate of $261,925.
