SUBJECT: Budget Resolution for County Service Area 14 - Belmont Manor

RECOMMENDED ACTION(S):
TITLE
Adopt Budget Resolution increasing FY 2020-21 appropriations for County Service Area 14 - Belmont Manor, Org 9154 in the amount of $30,000 using available fund balance for the funding of a feasibility study (4/5 vote).
REPORT
The recommended action will increase FY 2020-21 appropriations in the amount of $30,000 to fund a feasibility study for County Service Area 14 (CSA 14), Org 9154 from available fund balance. This item pertains to a location in District 5.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, remaining appropriations will be depleted before the end of FY 2020-21, and the district will be unable to pay for district expenditures.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. Approval of the recommended action will increase the FY 2020-21 appropriations for CSA 14 - Belmont Manor in the amount of $30,000 utilizing existing fund balance. All operation, maintenance and administrative costs are paid for by the benefitted property owners within CSA 14, from property assessments, and interest revenue.

DISCUSSION:

CSA 14 was formed in 1965 to provide storm drainage facilities, potable water service, and street lighting for the subdivision of Belmont Manor located at Belmont and Leonard Avenues. CSA 14 has 41 connections and two County owned out-lots and is funded through benefit assessments. A Request for Proposal was sent out to on-call consultants on December 18, 2020, requesting Engineering Services for TCP Mitigation at CSA 14. Engineering firm Provost and Pritchard was selected for the study and provided a fee proposal of $29,973.
