SUBJECT: Award Contract 26-02-M Federal Overlays - Olive and McKinley Avenues
RECOMMENDED ACTION(S):
TITLE
Adopt specifications for Contract 26-02-M Federal Overlays - Olive and McKinley Avenues, Federal Project No. STPL-5942(328), and award to the lowest bidder Archer Civil Construction LLC, 1353 S J Street, Tulare, CA 93274, in the total amount of $4,759,890.05.
REPORT
There is no Net County Cost associated with the recommended action. Approval of the recommended action will authorize the award of a Federally funded pavement resurfacing project. The project is funded primarily through the Surface Transportation Block Grant (STBG), with the required local match funded by the Road Fund. This item pertains to a location in District 1.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, the project will be delayed or will not be constructed.
FISCAL IMPACT:
There is no additional Net County Cost associated with the recommended action. The maximum permitted for the Director's allowance for change orders pursuant to Public Contract Code 20142 is $250,494, not to exceed $210,000 per any one change order. The anticipated construction cost for the project, based on the low bid and change order limit is $5,010,384. This project is 88.53% Federally funded through the STBG. The local match of 11.47% will be paid out of the Road Fund. Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Road Fund Org 4510 FY 2026-27 Recommended Budget.
DISCUSSION:
West Olive Avenue and West McKinley Avenue are roads where the existing roadway surface shows signs of distress, such as alligator cracking, subgrade distress and failures, edge line cracking, potholes, and longitudinal and transverse cracking in varying degrees of severity.
