SUBJECT: Award Contract 24-27-M Lincoln Avenue Overlay

RECOMMENDED ACTION(S):
TITLE
Adopt plans and specifications for Contract 24-27-M Lincoln Avenue Overlay, and award to the lowest bidder Yarbs Grading and Paving, Inc., in the total amount of $1,579,072.75.
REPORT
Approval of the recommended action will authorize the award of a SB-1 Road Maintenance and Rehabilitation Account (RMRA) funded road improvement project. This item pertains to a location in District 1.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, the project will be delayed or will not be constructed.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. The anticipated construction cost for the project, based on the low bid and Director's allowance for a maximum change order limit of $91,454 is $1,670,526.75. Sufficient funds are included in the Department of Public Works and Planning - Org 4510 FY 2024-25 Adopted Budget.

DISCUSSION:

On June 18, 2024, the Board approved the agenda item to sign a Resolution to establish a list of road and bridge projects funded by RMRA to be constructed in the 2024-2025 fiscal year.

The work to be done consists of cold planing of about 0.75 miles of asphalt pavement, placing geosynthetic pavement interlayer over 2.0 miles, and constructing an asphalt concrete overlay on Lincoln Avenue from Fig Avenue to Cedar Avenue (2.5 miles) in the town of Easton. The crosswalks within the project limits will be replaced with high visibility markings due to the proximity to schools in order to increase student safety. All roadway work will need to be completed by August 12th, when school begins in the Washington Unified School District.
