SUBJECT: Revenue Agreement with California Department of Public Health for Sexually Transmitted Disease Program

RECOMMENDED ACTION(S):
TITLE
1. Approve and authorize the Chairman to execute a Revenue Agreement with the California Department of Public Health for core sexually transmitted disease prevention program management, effective July 1, 2026, through June 30, 2031 ($3,521,290); and

2. Approve and authorize the Director of Public Health, or designee, to execute the State Contractor's Release for the final invoice.
REPORT
There is no additional Net County Cost associated with the recommended actions. Approval of the first recommended action will help allow the Department of Public Health (Department) to continue to implement the activities of the Sexually Transmitted Disease (STD) program with funding provided by the California Department of Public Health (CDPH). Approval of the second recommended action will allow the Director of the Department to execute the Contractor's Release for the final invoice at the close of the grant term. This item is countywide.

ALTERNATIVE ACTION(S):

There is no viable alternative action. Should your Board choose not to approve the recommended action, the Department would not receive the funding for its STD program and would not be able to fund these critical services to the vulnerable populations within the community.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended actions. The recommended agreement will provide $3,521,290 from July 1, 2026 through June 30, 2031. The annual allocation will be $704,258. The agreement allows full indirect cost recovery up to 25%. Sufficient appropriations and estimated revenues will be included in the Department's Org 5620 FY 2026-27 Recommended Budget and will be included in future budgets for the duration of the term.
