SUBJECT: Amendment 2 to Central Star Behavioral Health, Inc. Agreement 23-278, Amendment I 23-576 for Transition Age Youth Mental Health Services

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute Amendment 2 to Agreement with Central Star Behavioral Health, Inc. to expand the existing Full Service Partnership to include Intensive Case Management and Outpatient level services, effective July 1, 2024 with no change to the term of July 1, 2023 through June 30, 2025, or maximum compensation of $6,896,782.
REPORT
There is no additional Net County Cost associated with the recommended action, which will fill a gap in services for Transition Age Youth (TAY) clients who have stepped down from Full Service Partnership (FSP) level services but still require more than one contact per week. This would also allow youth to move through the levels of care without interruption in services as they move through the levels of care within the same agency under the TAY FSP program. This item is countywide.

ALTERNATIVE ACTION(S):

There are no viable alternative actions. Should the Board not approve the recommended action, the existing TAY FSP program would not be able to expand to provide necessary outpatient and intensive case management services to persons served in Fresno County.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. There is no increase in maximum compensation; for FY 2024-25 it will remain at $3,023,391. The maximum compensation for the entire contract term is $6,896,782. The Agreement is funded with Medi-Cal Federal Financial Participation, Mental Health Realignment, and Mental Health Services Act (Community Services and Supports) funds.
