Recommended Action(s)
Adopt proposed Payment Programs Resolution authorizing the submittal of individual or regional applications for various payment programs and specified Recycling Market Development Zone, Zone Incentive Fund related authority, administered by the Department of Resources Recycling and Recovery, for a period of five years from date of adoption of the Resolution; authorize the Chairman of the Board of Supervisors or his/her designee, as Signature Authority for all grant and payment program related documents necessary to secure funds and implement program activities; and authorize the Director of Public Works and Planning, or his/her designee, as Signature Authority for all grant-related documents, excepting only grant agreements and amendments thereto, necessary to secure funds and implement grant and payment program activities.

SUBJECT: Department of Resources Recycling and Recovery Payment Programs Resolution

RECOMMENDED ACTION(S):
TITLE
Adopt proposed Payment Programs Resolution authorizing the submittal of individual or regional applications for various payment programs and specified Recycling Market Development Zone, Zone Incentive Fund related authority, administered by the Department of Resources Recycling and Recovery, for a period of five years from date of adoption of the Resolution; authorize the Chairman of the Board of Supervisors or his/her designee, as Signature Authority for all grant and payment program related documents necessary to secure funds and implement program activities; and authorize the Director of Public Works and Planning, or his/her designee, as Signature Authority for all grant-related documents, excepting only grant agreements and amendments thereto, necessary to secure funds and implement grant and payment program activities.
REPORT
The Department of Resources Recycling and Recovery (CalRecycle) program regulations require a jurisdiction's governing body to authorize by resolution the application for and administration of grant and payment programs. The recommended action will update the County's current payment program authorization to incorporate specified Recycling Market Development Zone, Zone Incentive Fund (RMDZ ZIF) related authority within the proposed revised Payment Programs Resolution. While the County's previously approved grant resolution will remain active and unchanged. This item is countywide.

ALTERNATIVE ACTION(S):

Your Board may choose not to adopt the revised Payment Programs Resolution. Although the current Payment Resolution is active through 2028, without this authorization, the County would be unable to fully participate in certain CalRecycle payment programs and specified RMDZ ZIF-related activities ...
