SUBJECT: First Amendment to Covenant and Agreement Joint Use of Parking Lot and Storm Drainage Facilities for the Fowler Branch Library

RECOMMENDED ACTION(S):
TITLE
Approve and authorize Chairman to execute the First Amendment to the Covenant and Agreement Regarding Joint Use of Parking Lot and Storm Drainage Facilities for the Fowler Branch Library between the County of Fresno and City of Fowler.
REPORT
Approval of the recommend action would facilitate the construction of a second drive approach and installation of parking lights associated with the Fowler Branch Library. Upon completion of the library improvements, the City of Fowler will assume maintenance responsibilities for the constructed and installed improvements. This item pertains to a location in District 4.

ALTERNATIVE ACTION(S):

Your Board may determine not to approve the First Amendment to the Covenant and Agreement Regarding Join Use of Parking Lot and Storm Drainage Facilities (Joint Use Agreement) for the Fowler Branch Library and none of the proposed improvements would be constructed. Staff notes that the need for the improvement is to facilitate improved circulation and access by users of the County's Fowler Branch Library site.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The construction of a second drive approach and installation of parking lights associated with the Fowler Branch Library will be funded from Measure B and property tax revenue. The preliminary estimated maximum compensation in FY 2022-23 is $100,000. The estimated amount will be refined once final design and improvement plans have been finalized.
