SUBJECT: Authorize Sole-Sourced Components for American Avenue Disposal Site Contract
RECOMMENDED ACTION(S):
TITLE
1. Make a finding as required by Public Contract Code Section 3400 that specification of certain products for the Supervisory Control and Data Acquisition (SCADA) system by brand or trade name for the leachate collection and control equipment at American Avenue Disposal Site (AADS) is compliant with the provisions of Public Contract Code Section 3400(c)(2) and 3400(c)(3); and
2. Authorize staff to incorporate these specific SCADA components within the existing project design which will be put out to bid.
REPORT
Approval of the recommended action would allow for standardize products for operational purposes at the American Avenue Disposal site (AADS). The Supervisory Control and Data Acquisition components (SCADA components) are already in use at the site and specifying their continued usage for this upcoming excavation of Modules 9 and 10 will provide consistency to facilitate component interchangeability, operational efficiency, will minimize integration challenges and reduce potential construction and shut-down time. The impact of this item is countywide.
ALTERNATIVE ACTION(S):
Declining to approve the recommended action will cause costly start-up and integration issues and add to construction and shut-down times at the site.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended actions. The anticipated of costs for contract construction is $8,114,000 to $9,917,000. The costs for the SCADA components are included in this estimate and are anticipated to total approximately $56,248. Sufficient funding for the project is included in the FY 2023-24 Public Works and Planning, American Avenue Disposal Site (AADS) - Org 9026 budget.
