SUBJECT: Award Contract 25-17-M Bridge Preventive Maintenance Program Scour Mitigation
RECOMMENDED ACTION(S):
TITLE
Adopt plans and specifications for Contract 25-17-M Bridge Preventive Maintenance Program Scour Mitigation, Federal Project No. BPMP-5942(240), and award to the lowest bidder Granite Construction Company, 2716 S Granite Court, Fresno, CA 93706, in the total amount of $2,408,622.60.
REPORT
There is no increase in Net County Cost associated with the recommended action, which will authorize the award of a federally funded California Department of Transportation (Caltrans) Bridge Preventive Maintenance Program (BPMP) project. This item pertains to six locations within District 4.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, the project will be delayed or will not be constructed.
FISCAL IMPACT:
There is no Net County Cost associated with the recommended action. The maximum permitted for the Director's allowance for change orders pursuant to Public Contract Code section 20142 is $132,931, which is approximately 5.5% of the total compensation payable under Contract 25-17-M. The anticipated construction cost for the project, based on the low bid and Director's allowance for change orders, is $2,541,553. This project is 88.53% federally funded through Caltrans BPMP. The local match of 11.47% will be paid out of the Road Fund. Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - Roads Org 4510 FY 2025-26 Adopted Budget.
DISCUSSION:
This is a public project of more than $220,000. Public Contract Code section 22032, subd. (c) requires public projects of more than $220,000 be let to contract by formal bidding procedure.
