SUBJECT: Award Contract 23-04-C Fowler Ave and Olive Ave Intersection Improvements

RECOMMENDED ACTION(S):
TITLE
Adopt plans and specifications for Contract 23-04-C Fowler Avenue and Olive Avenue Intersection Improvements, Federal Project No. CML-5942(293) and award to the lowest bidder Avison Construction, Inc., 40434 Brickyard Dr., Madera, CA, in the total amount of $2,529,711.
REPORT
Approval of the recommended action will authorize the award of a federally funded traffic signal project at the intersection of Fowler Avenue and Olive Avenue. This item pertains to a location in District 5.

ALTERNATIVE ACTION(S):

If the recommended action is not approved, the project will be delayed or will not be constructed.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. The maximum anticipated construction cost for the project, based on the low bid and Director's allowance for change orders of $138,986, is $2,668,697. The Congestion Mitigation & Air Quality Improvement Program CMAQ will provide up to $2,091,298 for contract construction, with the local match of $438,413 paid out of the County's SB-1 and Measure "C" Allocations. Through an Agreement that is also before your Board today, Fresno Municipal Flood Control (FMFCD) will pay for the cost of the relocation of their facilities that will cost $67,850 according to the lowest bid. Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning - 4510 FY 2023-24 Adopted Budget.

DISCUSSION:

The intersection of Fowler Avenue and Olive Avenue is currently controlled by stop signs on all four approaches, which creates severe congestion and long queues. The purpose of the project is to improve air quality and increase safety and will also result in reduced travel times.
