SUBJECT: Amendment I to Agreement with University of Cincinnati Research Institute
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a First Amendment to Agreement No. A-24-271 with University of Cincinnati Research Institute, to increase the allowable travel expenses for services, with no change to the term of June 4, 2024, through June 3, 2027, or compensation maximum of $753,500.
REPORT
There is no increase in Net County Cost associated with the recommended action, which will allow University of Cincinnati Research Institute (UCRI) to receive appropriate reimbursement for travel expenses needed for the continuation of training, coaching and technical assistance services to expand and improve delivery of Evidence Based Practices (EBP) in the Probation Department through a Continuous Quality Improvement (CQI) model. This item is countywide.
ALTERNATIVE ACTION(S):
If the recommended action is not approved, UCRI would be unable to deliver services that require two or more trainers in an efficient and effective manner.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action, as there is no change to the to the agreement's maximum compensation of $753,500, and the agreement costs are funded with the Youthful Offender Block Grant (YOBG) funds, the ongoing Division of Juvenile Justice (DJJ) Allocation, and SB 678 funding. Sufficient appropriations and estimated revenue are included in Probation's FY 2025-26 Adopted Budget for Org 3430 and Org 3440 and will be included in future budget requests.
DISCUSSION:
On January 29, 2019, the Board approved Agreement No. A-19-038 with UCRI for services to expand and improve the delivery of Departmental EBP. On September 30, 2020, SB 823 was signed into law, which stopped the intake of youth to the DJJ custodial facilities on July 1, 2021. On April 27, 2021,...
