SUBJECT: Retroactive Agreement with Environmental Systems Research Institute, Inc.
RECOMMENDED ACTION(S):
TITLE
Under Administrative Policy No. 34 for competitive bids or requests for proposals (AP 34) determine that an exception to the competitive bidding requirement under AP 34 is satisfied and a suspension of competition is warranted due to unusual or extraordinary circumstances as Environmental Systems Research Institute, Inc. (Esri) is the only vendor that can provide maintenance and support for ArcGIS, the geographic relational data and mapping software used by the County, and that the best interests of the County would be served by entering into a retroactive Agreement with Esri for ArcGIS software licensing, maintenance, and support services;
Approve and authorize the Chairman to execute a retroactive Agreement with Esri for ArcGIS software licensing, maintenance, and support services effective September 13, 2026, through September 12, 2029, total not to exceed $2,582,200; and
Approve and authorize the Director of Information Technology/Chief Information Officer, or their designee, to add and remove products and services as needed to support the County’s use of ArcGIS, not to exceed $100,000 during the term of the Agreement, with no increase to the maximum compensation.
REPORT
There is no increase in Net County Cost associated with the recommended actions. Approval of the first and second recommended actions will suspend the competitive bidding process under AP 34 and approve the recommended Agreement with Esri for ArcGIS software licensing, maintenance, and support services. Continued access to ArcGIS allows surrounding municipalities to share information used for jurisdictional planning, demographic forecasting, coordinated public safety responses during emergencies, and environmental risk assessments.
