SUBJECT: Salary Resolution Amendment
RECOMMENDED ACTION(S):
TITLE
Approve Amendment to the Salary Resolution deleting two Office Assistant allocations and adding two Retirement Technicians allocations for the Fresno County Employees' Retirement Association Org 9200, effective July 25, 2022 as reflected in Appendix C.
REPORT
ALTERNATIVE ACTION(S):
Your Board could choose not to approve the Salary Resolution Amendment and the Fresno County Employees' Retirement Association's (FCERA) allocations would remain unchanged.
FISCAL IMPACT:
There is no increase in Net County Cost associated with the recommended action. FCERA employees are considered County of Fresno employees, however FCERA is a legally separate organization and has a budget and Board that is separate from the County of Fresno. All costs are allocated proportionally to all plan sponsors and employees for the administration of the pension plan.
DISCUSSION:
In the past ten years FCERA's active and retired membership (including beneficiaries) grew from 12,650 members to 15,642 members. As of June 30, 2021 the retired membership surpassed the active membership for the first time in history. This increase in membership creates a more complex workload for the Association. Payroll has become larger and more complex and more members results in more requests for services such as establishment of reciprocity and service credit purchases. These are duties of the Retirement Technician position.
A new pension system was implemented at the end of 2014. This system created a more automated and paperless environment which eliminated some of the duties once performed by Office Assistants. As a result, two of the current Office Assistant positions have not been filled and FCERA no longer foresees these positions to be filled in the future.
