SUBJECT: Risk Management Information System Agreement with Riskonnect, Inc.
RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute an Agreement with Riskonnect, Inc. for a Risk Management Information System (RMIS), effective April 7, 2026, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $585,017.
REPORT
There is no increase in Net County Cost associated with the recommended action. Approval of the recommended action will allow the County to provide robust data and predictive analytics with the goal of a reduction in risk and, ultimately, cost savings, particularly within General Liability and Worker's Compensation. This item is countywide.
ALTERNATIVE ACTION(S):
The Board can reject the recommended contractor, however, this would result in the Department being unable to gain critical insights into claims, forgoing opportunities to prevent claims or to reduce claim expenses.
FISCAL IMPACT:
There is no increase to Net County Cost associated with the recommended actions. Sufficient appropriations for this agreement have been included within the Human Resources Risk Management Org. 8925 FY 2025-26 Adopted Budget. The cost of the Agreement will be part of program costs recovered through Risk Management Internal Services Fund (ISF) General Liability rates.
DISCUSSION:
The Department of Human Resources (Department) currently does not have robust data insights and predictive analytics in its two Claims Management Systems (CMS) which contain County General Liability and Worker's Compensation claims.
The Department issued Request for Proposal (RFP) 25-091 via a Request for Demonstration to four vendors, Origami Risk, LLC, Spear Technologies, Klear.ai, and Riskonnect, Inc., on July 23, 2025. Each vendor gave a demonstration of its RMIS on August 6 and 7...
