SUBJECT: Retroactive Amendment I to Revenue Agreement with Fresno County Superintendent of Schools

RECOMMENDED ACTION(S):
TITLE
Approve and authorize the Chairman to execute a retroactive Amendment I to Agreement No. 16-649 with the Fresno County Superintendent of Schools, for Early Care and Education - Early Stars Program, effective July 1, 2017, with no change to the compensation amount or term of July 1, 2016 through June 30, 2018 ($599,902).
REPORT
Approval of the recommended action will change the Contract Payment Schedule of the agreement with Fresno County Superintendent of Schools (FCSS) from fixed monthly installments to quarterly payments, to coincide with the current billing process. This change will not impact the maximum contract amount ($599,902), nor the services provided under the agreement. This item is countywide.

ALTERNATIVE ACTION(S):

There is no viable alternative action. Should your Board not approve the recommended action, the Department of Public Health would be required to complete monthly invoices for services provided to FCSS.

RETROACTIVE AGREEMENT:

The recommended amendment is retroactive to July 1, 2017. The finalized agreement was received from FCSS on February 20, 2018. The time required to prepare, review, and confirm the recommended agreement with FCSS did not allow presentation to your Board at an earlier date.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the recommended action. The maximum amount of the revenue agreement will remain $599,902. The amendment will change the Contract Payment Schedule from fixed monthly installments to quarterly payments. Sufficient appropriations and estimated revenues are included in the Department's Org 5620 FY 2017-18 Adopted Budget.
