SUBJECT: Budget Resolution for County Service Area 34 Zone D

RECOMMENDED ACTION(S):
TITLE
Adopt Budget Resolution increasing FY 2017-18 appropriations for County Service Area 34 Zone D Org 9323 in the amount of $20,400 using available fund balance, for operational costs related to administering the district (4/5 vote).
REPORT
Approval of the recommended action will increase FY 2017-18 appropriations for County Service Area 34 Zone D (CSA 34D), Org 9323 in the amount of $20,400 using available fund balance, for operational costs related to administering the district. This item pertains to a location in District 5.

ALTERNATIVE ACTION(S):

Staff has not found any viable alternative action.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. All operation, maintenance and administrative costs are paid for by the benefitted properties within CSA 34D from water and sewer service fees, property assessments, Subdivider reimbursement agreement and interest revenue. The resolution will increase appropriations by $20,400 in FY 2017-18 for operational costs related to administering the district, using available fund balance.

DISCUSSION:

CSA 34D was formed on December 5, 2017 to provide various community services for the development of Renaissance at Bella Vista, a 106 lot subdivision that currently services five water connections (model homes) to the south of Millerton Lake Road and west of Marina Drive in Friant, California. The proposed increase in appropriations will support the operational costs associated with the administering the district. CSA 34D is undeveloped so there is no Citizens Advisory Committee for this district. Once the subdivision begins to build out and property owners take occupancy, staff will guide property owners in the formation of a Citizens Advisory Committee for CSA 34D.
