SUBJECT: Amendment to Master Schedule of Fees, Charges, and Recovered Costs

RECOMMENDED ACTION(S):
TITLE
1. Conduct first hearing to amend the Master Schedule of Fees, Charges, and Recovered Costs Ordinance by amending Section 900 - Environmental Health by adding subsection 951 and waive reading of the Ordinance in its entirety and set second hearing for September 11, 2018;

2. Designate County Counsel to prepare a fair and adequate summary of the proposed ordinance and direct the Clerk of the Board to post and publish the required summary in accordance with California Government Code, section 25124(b)(1).
REPORT
Approval of the first recommended action would schedule the second hearing to amend the identified rates in Section 900 by adding subsection 951 to the Master Schedule of fees (MSF), deleted from Section 2100 on July 10, 2018 with the intent to move to this section. The proposed amendment is an 8% increase. To allow for the eventual 90% cost recovery in Section 900, similar increases will be required in FYs 2019-20 and 2020-21, after which the Department of Public Health will conduct an annual fee study. Approval of the second recommended action satisfies the legal requirement to publicize the proposed service rates for the identified services provided by the Department. This item is countywide.

ALTERNATIVE ACTION(S):

Your Board may direct staff to use current fees or propose alternative fees, which may not recover 90% of costs in Environmental Health.

FISCAL IMPACT:

There is no increase in Net County Cost associated with the adoption of the recommended rates as shown in Exhibit A. The rates will be used by the Department to recover direct and indirect costs for services performed at 90% for Environmental Health with 10% difference covered by Health Realignment to ensure the continued protection to public health.
