SUBJECT: Suspension of Competition and Agreement with Sierra Education and
Research Institute for Adult Counseling Services
RECOMMENDED ACTION(S):
TITLE
1. Make a finding that it is in the best interest of the County to waive the competitive bidding process consistent with Administrative Policy No. 34 for unusual or extraordinary circumstances for the solicitation of operating a counseling program utilizing local doctoral candidate interns as approved by the Public Safety Realignment Act Community Corrections Partnership; and
2. Approve and authorize the Chairperson to execute an Agreement with Sierra Education and Research Institute to provide counseling services for adults on probation or in custody effective September 15, 2018, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, not to exceed $700,000.
REPORT
There is no additional Net County Cost associated with the recommended actions, as all costs for this agreement are fully offset with Public Safety Realignment Act (AB 109) revenue. Under the recommended agreement, the Contractor will utilize doctoral candidate interns to provide counseling services to adults on probation or in custody. This item is countywide.
ALTERNATIVE ACTION(S):
If the recommended actions are not approved, the Probation Department and Sheriff's Office will not receive the counseling program services.
SUSPENSION OF COMPETITION/SOLE SOURCE CONTRACT:
The Department's request to waive the competitive bidding process is consistent with Administrative Policy No. 34, as Sierra Education and Research Institute (SERI) is the only accredited clinical psychology doctoral program in the Fresno area that provides clinical supervision of PhD or doctoral candidate interns.
