SUBJECT: Resolution for Submittal of Applications to the California Department of Resources Recycling and Recovery

RECOMMENDED ACTION(S):
TITLE
Adopt Resolution authorizing and approving Submittal of Applications for Payment Programs and Related Authorizations to the California Department of Resources Recycling and Recovery for the Fresno County Recycling Market Development Zone.
REPORT
Fresno County's Recycling Market Development Zone (RMDZ) provides the County with continued access to California Department of Resources Recycling and Recovery (CalRecycle) assistance through funding programs and loans to businesses and technical assistance. The County's RMDZ Program is designed to combine recycling with economic development to fuel new businesses, expand existing ones, create jobs, and divert waste from landfills. CalRecycle has requested that the term be effective until rescinded by the Signature Authority or this Governing Body. This item is countywide.

No viable options are available.

FISCAL IMPACT:

There is no Net County Cost associated with the recommended action. Costs for ongoing RMDZ administration and programming would be funded through the $0.65 per ton surcharge fee, which is a component of the $3.41 per ton Solid Waste Surcharge Fee collected on all tonnage that is landfilled. Sufficient appropriations and estimated revenues are included in the Department of Public Works and Planning, Resources Division, Org 9015, FY 2018-19 Adopted Budget.

DISCUSSION:

To meet the established requirements of Assembly Bill 939: Integrated Waste Management Act (AB 939), cities, counties, and businesses have invested in separating secondary materials (e.g., paper, plastics, metals, green waste, etc.) from the waste stream.
